The first answer hit it, usually during Hurricane Season you will find prices at a low.
I find right after Christmas and in April, but some tour operators have space with the hotel, and if they are not selling it, they may in turn sell if off at any time as part of their contract with the hotel, I'd say keep you eyes on sell off's if you stuck on a date, if not wait for a sell and and do research with your travel agent or use the web..
Good luck

As others have stated, fall is the cheapest. September and October with slight increases towards November. Mid-December prices go back to normal. And no offence but Christmas season is totally wrong. The two weeks between Christmas and New Years are the most expensive.
Also, someone mentioned summer, summer is not cheap! Demand is still high because people with children travel at that time as well as many Europeans have very long summer vacations and demand from Europe is high too. Add that to Honeymooners, plus for Cancun, Mexicans with money go to resort areas in the summer. Higher demand means higher prices. In the Fall the demand is the lowest so the prices are the lowest.

during the rainy season which is from october to april in jamaica.
you might have a terrible time because the weather will be nasty (rainstorms and even hurricanes) but that is the cheapest time.
i would just go over the holidays (christmas season) because everyone travels home so there are less vacationers traveling to the caribbean.

I would imagine during the spring. Fall/winter people want to go where it's warm and summer it's vacation time. Spring, when it's rainy, would be the least expensive.

only air fare may differ, cheaper in summer, but overall rates once you get there don't vary!
