I just transfer to a new college; and while I was driving around the city I noticed a billboard advertising a tv channel 26-2. I cannot afford cable, so I was wondering if that channel is accessible trough regular tv.

Sounds like HD channel. Over the air HD has subchannels (not sure what the actual name is) per each channel frequency. So the frequency for channel 26's HD transmission has a subchannel 2 that you would need to tune to.

You would need an over the air digital tuner to access this channel.
