Can't guarantee it, but I believe the rates at the Encanto course are cheap and the course at 23rd Ave & Northern (the links??) are not bad. Again not absolutely certain but you could give a ring to those.

For cheap or discounted, U gotta come out during the hot times & get early morning tee times. Any time of the yr its not hot, the rates r high.
I used to work in reservations so I know this about Phx & most cities in the US & elsewhere.

The municipal courses are pretty inexpensive.
