i am not 100% sure that he likes me back but my other friends say that he does... HELP PLZ!

First of all guys are dumb as rocks at that age when it comes to relationships. It would have to be really unsubtle to make it obvious that you like him.
Second ask him out to something you both like. Don't "make it a date" just "Hey I got tickets to the play, musical, tractor pull, whatever the event. Do you want to go with me?" If he says yes then tell him to pick you up at x hour on the day and when he gets there see to it he comes in and says hi to ur parents. By the time you get home you should know if he likes you cause having him meet the parents told him this is a "DATE". Even as dumb as I was at that age.
If he likes you he will try for kisses and holding hands if he is bold, if he is shy he wil ask you out again within a week.
If you know him well enough to know if he likes a little aggression then you can kiss him first. It works to get his attention on you as a woman.

The problem is that we are girls so every thing seems like a sign like if they say something then it means they like you. So I think you should just try to talk to him and tell him you want to have a strong relationship or ask him if you can be more than friends. Or better than that just ask him out on a date to the movies or the mall something simple.

Instead of waiting for him to ask you out, why don't you ask him out? When you are asking out your best guy friend, be casual but don't make yourself sound desperate because he'll back out in a heartbeat. Take your time and don't rush the whole dating process. Let nature take it's course. Only time will tell. I hope my advice helps you. Good luck.
