I think Omni has it right
I had a grandmother who always had horhound in a candy dish...yuck
I had an old aunt and uncle who always had those stale little mints shaped like pillows (white, green, pink) ick.
I always have good candy when I have it... what's the sense of having candy out to share if it's not good?

Because they buy the stuff they used to eat when they were young.
Most old people haven't eaten candy in 40 years.

On Halloween, it's because they're cheap.
On regular days, they bring the bad and old candy from Halloween and Easters past out to get rid of it and so guests won't eat the "good stuff".

Two reasons... They grew up with the worst kind of candy (The Depression, and all), and they are probably on a tight budget.

3 reasons.
1-It's cheap, so they can afford it.
2-it's strong ie. halls/vicks so they can taste it
3-It's the stuff they remember eating as a child, so they like it even though it's gross compared to the great candy we have now.
