It's an Anglo-Saxon "PH" and contains one f. The more common "PH" is usually Italic with two f. Old English rule for midword f was the basis for the letter V like the word OF said "uV"! Hence Stephen is pronounced Stee-Ven!

Hasn't he ever seen "Family Matters", when Steve Erkel turns into Stephen. Although they pronounce it differently in the show, Stephen is a boy's name. Stephanie would be the female name.
