I regularly top ours up on the farm, there is usually a vent half way up the bottle, otherwise just find the tapping, unscrew the plug and pop in some oil. you can buy jack oil but to be honest with you hydraulic32 is just as good.
as one of your answerer's pointed out you shouldn't be risking your life under a car with a leaky jack, but then, you always prop the car or machine after you have jacked it don't you?
i wouldn't go under anything unless its got some blocks of wood under its axles, old, new or indifferent as the jack may be.

you can buy a new trolly jack very cheap, which is much safer than a bottle jack,also if you need to refill the bottle jack, the seals are probably worn out which means it is very dangerous

Here's what the operating instructions for my bottle jack say.
Use only a good grade hydraulic jack oil. Avoid mixing different types of fluid (hmmm?) and never use brake fluid, turbine oil, transmission fluid, motor oil, or glcerin. We recommend Mobil DTE 13M or equivalent.
Adding oil: With saddle fully lowered and pump piston fully depressed, set jack in its upright, level position. Remove oil filler plug.
Fill until oil is level with the filler plug hole, reinstall oil filler plug.

There should be a flush screw on the side but if has leaked the oil away I would bin it as it would be dangerous to use on a car.
I certainly wouldn't risk my life under a car jacked up with it.
