She had to junk the car, because due to the cold days it couldn't dry and elect. system died. Im thinking to file complain to city for maintaining poor system of fire hydrogens and due to the loss of the car. Do you know any website where i could look it up? or where should i go?

well your in NYC, so you should have insurance, if so get the money. I would file a suit against the department incharge.

File a claim with your insurance company. They should give her the money for the car. If they feel it's the city's fault and that it's worth the trouble, they will go after the city to get the money to cover themselves.
If you don't have insurance, good luck. Find a lawyer that likes to sue the government.

Insurance should pay for the car, And you can always hire a lawyer and sue, the city settles most lawsuits, I think they pay out like 10 million a year for people tripping on cracks in the sidewalks, so a laywer should be able to get you something.

First I would contact the city and put in a claim for the loss of the car due to the defective fire hydrant. Contact your local borough representative as a beginning.
