The walls are poured cement. The basement is not finished....we had hoped to just be able to paint the walls but the water has become a big problem.Does anyone have an idea of what we can do?

This might be unusual sounding, but my house has a walk-in basement and at one time I had a similar problem.
First, I found out that my dryer's outlet was improperly connected, and venting most of the air into the basement, fixing this helped tons.
Beyond that, once it warms up a bit outside, I open up every vent downstairs to allow air to circulate and I leave this open until late fall, perhaps you might check and see if you have such vents, in my case they're basically holes that go through the wall with a thing that looks almost like a ventilation vent inside the house, but anyway...

If, per chance your heat pump unit has stuff running through, it is further possible that condensation from its operation isn't draining properly, but this might require calling an AC service repairman and it's not that cheap. Still, you might can at least visually inspect the pipes and what not.

they make a roll on or spray on sealer you put on the cement outside the house it works great and does not cost much
you can get the stuff from home depot, Lowe's, or a contractor supply company in the area

You have to solve the water penetration problem first... I wouldn't touch the walls until someone tells you where the water is coming in and how they can stop it. If it isn't coming in, no problem, paint the walls.
