You can get ringtones for free at http://www.mobile9.com - they have everything segregated according to model & make.

Another absolutely free site you can try for ringtones is http://www.ringtoneisland.info/

And if You want to make your own ringtones from the music on your computer (and it's FREE as well). Try this application:
http://audacity.sourceforge.net/

You can also try "MP3 To Ringtone Gold"
This software can be used to convert the popular compressed audio formats (.mp3,wma) to ringtone format(.mmf,.amr,.mp3,.wav, .mid etc)
You can get more information on it & download it here:

Hi, I'm Vero at Phone Sherpa. Our ringtone maker lets you make custom ringtones from your own music. Its easy to use, requires no downloads or software and there are no subscriptions. You can pay as you go or buy an unlimited package if you change ringtones every day.
Here's how it works: you take a song in your collection (CD, MP3 etc), you pick the part you like and it is then sent to your phone in the right format. We support more phones than any other ringtone company and we have great customer service if you have any questions.
Hope this helps,
Vero

I've been looking around for a while because I'm always nervous about giving my card to ringtone maker sites. I was hesitant, but I tried http://www.phonesherpa.com. I haven't had a problem.

If you have a Verizon phone, you can just send a 30 sec. mp3 song clip to xxxxxxxxxx@vzwpix.com (x's represent your 10 digit phone number) If you don't have a mp3 converter you can probably get one off of Google and if you want to make the songs into clips, go to Google and search for MPTRIM

Hope this helps.
