a little kerosene or diesal fuel and some elbow grease work really well. Harse Chemicals like starting fluid can dull your clear coat and will actually cause the rubber to smear. once you get it off you should refrain from doing burn outs. if not sray some baby oil on your car behind the rear wheels and the rubber will not stick as well and then you can remove it with soap and water

Try using a can of starting fluid. This is ether, which is a great solvent, biut won't damage the paint.
If that doesn't work, try rubbing compund. It will take some "elbow grease", but it will take off the rubber marks.

Whenever I come across something stuck to my car while washing it I use my fingernail to pick it loose. Your fingernail is softer than the finish on the car (so it won't scratch it) but harder than the bond between gunk and clear coat.
