I don't know about major league rules on this, but any player on either team can call a time out at any time. Only the umpire makes the decision on whether or not to grant the time.
But I do know it's more than just the pitcher and catcher in the MLB, because any time a runner steals 2nd, he immediately calls time to get the sand out of his pants!

All of them can do it. Baseball is different than most sports in that play stops often, called a dead ball. Time outs are not really an issue. The coach or catcher can call time to go out to the mound to confer with his pitcher, and a batter can call time if he thinks the pitcher is taking too long to throw, and a runner can call time after he reaches base to readjust himself. Time outs are used as a piece of strategy to throw off the rhythm of the opposition a lot of the time.

Anybody on the team can ask any umpire for "time," for any reason. The umpire need not grant such a request, though, except when the manager wants to have a conference with a player (unless prohibited from doing so, such as wanting a second conference with a pitcher on the same batter) or make a substitution

Official Baseball Rules (OBR) 2.00 definition "'TIME' is the announcement by an umpire of a legal interruption of play, during which the ball is dead."
Further refined in 9.04.b(2):
"(b) A field umpire may take any position on the playing field he thinks best suited to make impending decisions on the bases. His duties shall be to:
(1) Make all decisions on the bases except those specifically reserved to the umpire-in-chief;
(2) Take concurrent jurisdiction with the umpire-in-chief in calling “Time,” balks, illegal pitches, or defacement or discoloration of the ball by any player...."
Only an umpire can call time. Any player, or coach or manager legally on the field can request an umpire to call time. That, of course, includes the batter or a runner at any base. The decision of whether or not to call time when so requested is at the discretion of the umpire.

BECAUSE THERE ARE NO "TIMEOUTS" IN BASEBALL!!!
Baseball is NOT on a clock, and any REAL baseball fan would know that.
However, TIME can be called, and only an umpire may grant it.
