So many to choose from. One could make an argument for Gil or Apu, and even the comments about Ralph are dead-on.
For me, it is Troy McClure. While he has not (for obvious reasons) been in an episode in years, you may remember him from such drivers ed films as Alice's adventures through the Windshield Glass" and from celebrity funerals such as Andre the Giant: we hardly knew ye.
Kent Brockman would be close behind as well

I argee that Ralph is one of the most underreacted and funniest characters on The Simpsons. I love his "Me fail English ? That's unpossible" on Lisa Get's An F episode.
