My CPR card was issued Mar 11, '05 expires Mar '07. Does this mean my license is valid until March 31?

no it is good to the day. It will expire on March 11th.

it is just like a drivers license and tags. it will expire on that day even though it has that month and year on it.

Yes it will expire on March 31 :)
