I don't know the lyrics or the singer. But, I do remember the video. It's a weird video, I'm guessing was out around 1997. In the middle there's maybe 30-45 seconds of what looks like and old lady, playing an accordion on the street in front of the camera singing "da da da da da da" on and on, but musically. Anyone have any clue?

Maybe it's Metallica's "The memory remains". There's an old woman singing "da da da" stuff in it. Look it up on youtube, watch it then see if that is indeed it.

It's probably not the one you are looking for but Trio has a song called "Da Da Da" but it is from 1982. The video does have an accordion and is a weird video.
