The usual mauve flowering Davidii or "Butterfly Bush" can be cut right back to ground level as often as it needs to be.
The orange flowering ball type "Globosa" should only be cut back if and when it gets too big.
Either way, you can be a bit vicious with this prolific grower and it will usually survive.

Buddleia need to be pruned in February March - just when the new shoots grow, this is because they flower on this years shoots - so if you leave it later you will cut the flowers off. I wouldn't cut them back in Autumn because ladybirds and other good bugs hibernate in the dead flower heads.

I prune mine back to about 3 feet in November. As spring approaches, I will prune it a bit more for shape.

BUDDLEIA I usually kept it trimmed back when the flowers left in the SUMMER then when it started to bloom in the summer you can shape it

I would wait a week or two, then cut back to a pair of healthy buds near the bottom of the stems. I wouldn't go to the buds at the very bottom for fear a late frost may damage the plant.

Now... before the sap rises. Cut off all the dead flowers from last year and it will blossom beautifully.
