Yes I am very serious .
In India, any one-who is-
1-having the art of touching the feets of supremo of ruling party.
2- Having no back bone .
3-Having good reputation in corruptions.
4-Having a big fortune and empire.
5- having a tail.
6-Having knowledge "how to disturb a state government of opposite party ( like Uttar Pradesh)
and so on....
all disqualifications will be counted best for a Governor in India.
please come and join our ruling party congress, an asylum of tie-rd/corrupted old useless pets.

I do not think you need any qualification to become a Governor of a state in India. What you need is a good public profile, required age to hold political post and lots of money.
