I have the Sims 2 and a couple of expansion packs. I have an 80 GB external hard drive, and I want to install the games there and run them from there to keep them from running slow on my computer. When I am starting my install, I get an error message that says that the folder can not be created on my external drive. Am I doing somethinf wrong or is there something that I need to do to the externalk drive first?

Usually for this to work, you should be given the option to install to ( and then you can specify where you want it to go).
Some programs unfortunately will not allow this, and just presume a C Drive Install.
One possibility is to install a second install of Windows that Uses your External as the Boot Area. It is possible, but you should devote that partition to SIMS exclusively. It is possible to do this
