You might see about dumping a small amount of a farming or gardening fertilizer all around the base and along the roots, say about 10 pounds at a time of some 10-10-10, do this every two weeks until you run out, you can get a 40 pound bag of the stuff at Home Depot or Lowe's for under 10 bucks. Depending on the size of the tree, you might need a little bit more, or less, but if you're not sure then start with one bag and so you can see the results and that will tell you if the method needs adjusting.
Right after you put it down, you might want to water it some like with a garden hose, enough to at least get the fertilizer to dissolve.
It might help further to start this process about 2-4 weeks before it normally starts to grow lemons.

try a good brand of citrus fertilizer available from local nursery or if you have access to cow manure this works well once it has been soaked in water for a few weeks and applied at the rate of one part cow manure solution to five parts fresh water, also keep the tree well watered.
