What's the name of the (online?) game years ago that actually called you on the phone? Started with M?

It was some sort of mystery or conspiracy game, maybe involving solving a crime. It was around for a year or less, then went under. May even have involved giving you instructions for things to do offline. The phone calls were made at times you may not have expected. Very immersive.

I remember this; I believe it was called Majestic (like the Majestic 12).

It was called "Mr. IRS man, I just cheated on my taxes".
