In the last 30 years? No. Wait another 30 years, then ask the average man-on-the-street to name a great band. Will Smashing Pumpkins be one of the top answers? I doubt it. They are good, but in my opinion but no bands today can match the Stones, Led Zep, The Doors, Beatles etc...

They are pretty good! I like The Fray and Hinder the best though. Smashing Pumpkins is in my top 5 though.

the Pumpkins weren't even the best band of their era!!
they were good, but they were nowhere near as good as Pearl Jam, Alice In Chains, Soundgarden, Porno For Pyros, Jane's Addiction or the Red Hot Chili Peppers.

They are up there.
I mostly like their older stuff, but they aren't afraid of experimenting, and they've kept the edge that they had back in the day.
