When I start the board with ONLY a 2.4 GHz Celeron, and one 256MB SMT (smart modular technologies) RAM I get a blinking Power LED, and nothing else.

when I put the same 2.4 GHz CPU and RAM into my other Biostar P4M80-M4 it starts up for just a second, fans spin, then shuts off. And I have to restart the PSU to get it to do that again.

I tried using different RAM, like some Kingston 512 cards and such, and 2 different PSUs (both of which succesfully power 2 other PCs) but I can't get this thing to POST. I've also reset the BIOS on both boards.

I don't know what else to do. I NEED one of them to work. Could it be the CPU? should I try it with another 478 P4? on that note, anyone have an old one they wouldn't mind sending my way for a few bucks?

The first board mentioned is a MS-6714. Forgot to say that.

Do you have a video card hooked up? Lack of video capabilities will also prevent the POST.

Look like some part of your mother board touch the case, this wat I will do,
1.) Take out motherboard, try power up outside the case, if this work, you just need add more groud washer.

2.) If doesn't work, when you turn on power did keyboard LED (num lock, caps lock and scrooll lock) light up. If yes try new CPU, if no you need purchase new motherboard.
