do you still have the disk "Dell Inspiron 4000 System Software"?
on this disk you can find Diagnostic and Utilities software. in the Diagnostic software is a test for the system fan. run this test to check if the fan is still capable of running on both speeds.
i had once the same issue that the fan didn't spin on the higher speed as it should while the CPU was heating up. i then had to reinstall the OS to get the fan spinning on the higher speed.
another advice is to clean out all the dust with a tweezer in the air intake and exhaust.

This is not what you want to here, "Ventilation", You may require a Lap-top Cooling Unit. There are several different models, most use a USB plug for the fan (s) installed in there unit. You can find these units at WWW. TigerDirect.com and WWW.NewEgg.com among other places. These units are not expensive, They do work.
The Cooling Unit goes under your Lap-top, the fan (s) provide a constant air flow, This should solve your 'Overheating 'problem.
My Lap-top is an Acer Aspire 1642, with WIN XP. I have been using a Cooling Unit with it sence 2005, I have never had a 'Overheat Shut Down'. I was working in the desert in Saudi Arabia with-out Air Conditioning.

If it originally was loaded with ME, it is old enough that you probably won't find anything about a fix for it. If it hasn't always run this hot, I would say it needs some good ole spring cleaning. It is also possible that the cooling fans are failing. If you want to keep using it and you aren't confident about opening it up, I would suggest taking it to a computer tech and have them give it the once over.
Cooling was one of the problems with older laptops. If you are still using a laptop that was originally running ME, it is 7 years old and that is a pretty impressive lifespan for especially the older laptops. It might just be time to start thinking about retiring the old workhorse.

You can go to your BIOS and check temp of the computer, and maybe you can even juice up the fans a little bit. In all it just sounds like your hardware, probably processor, is overheating. Windows will shut off the computer as a safety measure to prevent heat damage to your hardware. It could be a memory, video, or the processor most likely.
Dell is known to have defect models as a whole, like you said you think they have had this problem before. Dell uses Dell parts, so unless you got warranty with dell you might up the creek.

Heat destroys all electrical things! ALL!
Over heated computers fail. shut down, burn up, electrically, and cause all kinds of MAJOR issues - I will not even go into being, COSTLY Issues!
DMA chips destroyed on the motherboard = New Power Supply, Motherboard, CPU and RAM!
Pull the plug on your system, from the wall!
Open case and insure all is CLEAN! Dist, dirt Grime. Connect system and see if all fans are working! Fan on top of CPU, and power supply fan. Also check for case fans and insure they are working.
Check fan blades for dirt and grime.
Clean only with power OFF and your system unplugged.
If your system continues to run hot you will have to buy a case fan, too, make sure the cables do not block air flow! If nothing else, use scotch tape to wrap them together in away that improves air flow inside the case

I would be looking at the either the fan(s) or the battery.
The Inspiron 4000 is not listed on the battery recall but you can plug your battery model number in to make sure.

you can try an external fix such as purchasing a coolpad. They plug into your usb port for power and rest underneath your laptop. They run small fans which circulate air throughout the bottom of the computer keeping it cool. your computer is just over heating nothing to worry about but its probably because your not giving it enough air or just get a cooling fan.
