Have tried Meguiars paint cleaner, polish and wax by hand, but can it be buffed with something more effective?

If its red and has turned pink, its dead.

if the clear coat is coming off or bubbles, its in delamination process and repaint is only option.

if its just dull, it needs at least a 3 stage process of restoration. high end detail shop (ones that deal w/ lexus, bmw, porsche) is your best course.

They will use a high speed buffer and use a product like 3M Finesee IT, a synthetic compound. This will remove deep scratches and the dull/oxidation.

They will then follow up with the buffer again and apply a good synthetic or polymer wax/polish. And then repeat this process with even finer products. 3 stage is need to remove all swirls and marks from the compound.

Phone book, reference or call up the local Lexus, Porsche dealers and ask who they recommend as a detail shop. For only the best get such dealers for work.

PS - Glad to see you use Meguirs products. For retail people, this is the best along with 3M and ValuGuard.

Here is a good article on doing this.

But I would probably try one of the products that is meant specifically for this. You should be able to find a product like that here:

You can try some rubbing compound to get the oxidized layer off, but there might not be any sound paint left to restore.
