First, i just want to say that i can feel your emotional connection to this person through your writing, and the fact that it translates to a total stranger is pretty powerful.
Second...there is still time. Maybe life took you on another path so that you could both grow, learn and become the person you needed to be for the other. If this person is available, pursue a friendship. Don't hold back. Try not to mourn for what has passed, but instead try to look forward to what is possible in the future.

Now that you've run into this person could you pursue a friendship/relationship with them? If you feel like you lost time, when is better than the present to start regaining this time. Personally I do think that things happen for a reason, maybe the time just wasn't right for the two of you before but now you're at a different point in your lives where your relationship could become even more than it would've been. Try to at least see the positive aspect, don't look at it as time lost, but as you getting a second chance in pursuing something from the past.

I feel the same way - I have to wonder - I found out years later after a heartbreaking incident, that it was a total misunderstanding to begin with. It's been over 20 years ago and it still hurts like it happened 2 hours ago. I have no idea what the reason for this is, and it now doesn't really matter.

Things do happen for a reason. Not because of divine intervention or magic but because of us. The human spirit is one of the strongest forces in the world. Our actions, choices, and desires cause things to happen. Maybe you and your friend have been looking for each other the whole time, and you just didn't realize it.
Take the opportunity that you've been presented with and go with it. Somehow, you found your way back to eachother. Don't run away now.

Yes everything does happen for a reason and a season, that person and you weren't supposed to be together at that time but you are now , so appreciate it and let it be whatever it turns out to be.
And the lesson learned is you NEVER really lose the people you love, they come back and or their memory stays with you.

yes, over and over again pointing out that we have very unpleasant habit to look for a reason, and if we do not find it we fearfully creating it...As long as you create a "reason" you create plain misery of being certain, while uncertainty would represent a mystery and mystery that all we have to live our life fearlessly. yes everything happens for some reson or another with newtons law it states that with every action the is a re-action. look for the signs around you in life to help ......goodluck
