I am more than a little confused, as HR would nto take its own company to tribunal, you would need to do this through a solictor, you given no details of the bullying. If this actually happened,

Who at your place of work was bullying you?
How were they Bullying you?
Who did you report this to?

Cause if you did not report it then your gonna be hard pushed to prove that it happened.

You cannot be done, as you put it, but you can be made to pay the expenses of the other party if the tribunal rules against you.

Would think before taking this road, a tribunal is a very stressful and is conducted very much like a court of law

If HR are willing to investigate your complaint, it looks as if they are treating your resignation letter as a formal grievance, which is good. This does not mean it will necessarily go to a tribunal - in fact in my experience, Councils like to settle outside of tribunals. They will probably ask you to an internal hearing to listen to your complaint and also to listen to what the people you are complaining about have to say. You can be accompanied by a friend to this. They will then let you have their findings and if it is agreed that the Council are culpable, they may ask you what you are looking for out of this. There is no risk to you in going through this process - it is internal to the council and you have resigned anyway, so you can't lose any wages.
Go for it and good luck.

I think you should go with HRs decision to take it further as you may win your case, and at least the people responsible for you having to leave will need to be investigated. And even if you won and couldn't return due to the stress of it all, you may save this happening to someone else in the future.Nobody should get away with treating someone else like this.My advice is for you to take this further and get compensated for the stress the person has caused as it has obviously disturbed you to the point that you have given up your livelihood.Go for it and good luck to you.

I don't think you should pursue this case. When I look back at most of my jobs i can say I have been bullied and certainly treated like a child but you have to find a way of rising above this or you will never make decent headway. Look to the future not to the past. This past situation won't ever look good on your CV

If they find you have a case they will take it to a tribunal and if you loose it is just your pride, but if you win, and I don't think they will consider it if they don't think you have a good case, you could win some compensation, or maybe go for being reinstated but to another department, I think..good luck.
But make sure you tell any future boss if it happens again before it gets this bad, as no one should have to leave a place of work for bullying

You need to check your work before submitting anything. The question you asked does not make any sense. You left out words, and mispelled them. Go over it again, and then maybe someone can help you.
