I'm assuming this is on PC.
There's nothing illegal about it. I doubt if there is an actual program, but you can check http://www.modthesims2.com/ or just use an internet search engine to see if you can getthe characters off the net.
All you have to do is download the sim that someone made and put it into your game. Again there is absolutley nothing illegal.

There is no program, you just make the kingdom hearts 2 character of your choice in bodyshop or Create a Sim. You can also download the characters from a site if someone else already made it. Here's some of the ones I use in my game:

And you can check the Sims 2 exchange for some of the other characters.

Ummm it most likely has to do with illegl data and messing with the game in illegl ways.
