Yes it is normal for someone without a thyoid problem and normal for someone of T4 thyroid medication. Those that are hypothyroid feel their best if they are on T4 with the TSH around 1.0. When you test TSH, it should always be done in the morning, as that's when its at its highest level.

0.3 to 3.0 is a healthy range for the thyroid stimulating hormone level. Most labs use 0.3 to to 6.4 actually... but an upper limit of 3 is more accurate when it comes to diagnosing any problems.
