Contact the local State Extension Agency for an examination and soil sample of your property. They can and will make any recommendations available for your area. The soil sample may cost 20-25 dollars. They will accurately evaluate what you need.
Their number should be under State Government or contact the State College in your State.

Apply a slow release fertilizer in early spring. pull all weeds. water the lawn only when it gets dry. Cut grass on a high setting and do it on a regular basis (don't cut it too short!)
lawns are not cheap things to maintain.

I know you said..lawn..but you might consider ground covers. they require a lot less maintenance, fertilizer, and water. If you dont need to play on it, think ground covers. The big three are vinca, pachysandra, and ivy (can be aggressive.) If you have a lot of shade, you could try moss as a ground cover. No mowing, just water.

Go by some general lawn fertilizer- Fertilize it, water it, Keep the leaves raked off it.

it will take up to 3 years for the plugs to completely take over, but then you won't have to mow much, or water, it won't burn in summer or winter kill, it chokes out all other weeds, crabgrass, etc and it feels like you're walking on carpet!
it's also much cheaper than buying seed, fertilizer, hay, high water bills from constant watering to get it to germinate, weed killers. I know, I tried that route!

ever consider using a type thyme(the herb) instead of grass? its a beautiful and fragrant plant that often flowers pink or white. it ussually doesn't grow much taller than a few inches, pretty drought tollerant....
