They try to make an example out of some people with a lawsuit seeking huge damages. I think that most pirates don't get caught, so the average would be very low.

The trick is to not get caught.

Our Navy actually has had to deal with pirates as a result of the increased number of US Naval ships in the Indian Ocean. When the USS Gonzalez sank a pirate ship last year, the Navy turned the survivors over to the closest country not in total anarchy, which was Kenya. The pirates got 7 years.

A pirate ship fired on the USS Cape St. George, a US Navy cruiser in the Indian Ocean last year, but I don't know what happened to the pirates if any survived that mismatch.
