It is less of a geographic area than it is a state of mind. When Jimmy Carter talks about peace in the Middle East, he is in la la land. When Bill Clinton said he didn't have sex with Monica Lewinsky, he was in la la land. When Bush says he's standing by his decision to keep troops in Iraq, he's in la la land. I could give more examples, but i think you get the idea.
