who pays the life gurads? is the same
there are special founds, red cross, mount savers and so on. All this guys are payed from special founds that come out of local taxes, international funds and other resources (some are private, donations...)

Taxpayers inevitably. Unless private money is donated. I have heard that some places charge the person they save (not on the mountain but other places) a small fee- but i think mainly it is the tax payers who foot the bill.

Probably whoever gets stuck or dies. I think you have to have a deposit as well as a ton of other preparations before the govt lets you go. I doubt theres any insurance companys that would give a policy.
