Most privet will grow horizontally a foot per year and roughly four to six inches vertically. This is given ideal weather conditions.
For privacy plantings consider another set of plants. In most areas RedTwig Dogwoods can be formed into a hedge. You get the flowering and in winter an unusual Red tinted stem. There are the ever popular Arbovitae, however, they can be suspect to both disease and insects.
Consult, at your local library or bookstore, Wyman's Enclopedia for the proper plants for your area. Purchase your plantings at a Nursery and not a "Home Store".
Often the blockage of veiw is from a specific spot or spots. This can be done utilizing spreading Evergree Trees that can enhance your property. Again, depending on your area, a fine Fir, Cypress, or Spruce might do the trick.
Privet is a high maintenance planting and will host many subplants such as poision ivy, poision sumac, and poision oak.

If you want fast like 2 feet a year plant poplar hedges but you need to plant something in between cuz in 5 years the will have to come down cuz that the way it works.
