In your own words, how would you describe what makes a corrupt government corrupt?

This is not askinbg what adminisration is corrupt. It is asking what the characteristics of a corrupt government are and and George W. Bush Adminisration IS NOT CORRUPT!

Government controls the media, and censors free speech. The government decides what people think about its actions, and tries to rally the people with pride in the nation. The leaders do not use any democratic principles when determining law, and the system of government lacks adequate checks and balances.

Probably the most important: the actions of the government serve to benefit only a small group of people who either control or run the government.

IMO, anything that runs against the spirit of the law is corruption and this is where much of the anger towards government originates. The larger the arm of government, the more corrupt it becomes.
