I suppose they could base it on things like whether they use a capital Y or N, and if they use a full stop. Timing would also be a factor - I'd likely choose the first "Yes." or "No." (depending which I wanted!). Thats what I do when I am voting.
In my experience, people who ask Yes/No type polls don't ever select best answer.
