If there really are keys what do they unlock? Who holds the keys when they aren't being used?

Whenever a large building project is completed the keys to every window and door are handed over as a completion contract is signed so its not really a euphimism although there is more to it than simply keys.

I just think it`s terrific news, that finely the F.A can start making plans (it`s been a long time coming). First thing is the do for the people who live there 60,000 I think? Then the F.A.Cup Final. What a day that will be.

YES THERE ARE KEYS,AND I WOULD IMAGINE THE SECURITY /NIGHT WATCH MAN WOULD UNLOCK THE MAIN ENTRANCE EVERY MORNING AND LOCK IT AT NIGHT.
