To get an answer you need to add what type of operating system you have, What kind of firewall software and etc.

In general, to share files you need to make a shared folder (right click on a folder and choose "sharing and security" and enable sharing.
If you have a windows 2000 or newer, you can have an issue with different usernames / passwords , both computers need to have synchronized settings.
Both computers need to be within same network settings (subnet)

You can see this from command prompt (start - run - cmd (for 2K/XP) or start - run - command(for Win95/98/ME))

in command prompt (black window) type:

ipconfig /all

you'll get the IP address for that computer , subnet mask, gateway ...

On both computers information must be same, except the IP address , which must be different by at least 1.

in order to test connection, in command prompt type command "PING " followed by the IP address of the other computer. For testing purposes you can temporarily disable firewalls on both computers.

Finally, open "My Computer" on the one of the computers,
double click on your C:/ drive, and in the address bar instead of "C:\" type ip address of the other computer with the leading "\\" (example: \\192.168.0.100 ) .

This should show you all shared folders on the other computer.
