I assume you have a vaild reason for asking what can be interpreted as both a question designed to stir up trouble and as one posted in all sincerity; I will assume the latter and give you a sensible answer.
1) Because someone feels, for whatever reason, that they can successfully negotiate with a terrorist and obtain satisfactory results
2) Because they either unintentionally or deliberately do not see the ruthlessness of the terrorist, and
3) Because they believe that the terrorist will stand by their word and cease any further attacks or actions against them.
For the record, I think that all of these reasons are totally, 100% wrong. If you negotiate with a terrorist, they get what they want and will continue to operate against you to get more. The only thing that terrorists understand is terror, both ways - they will use it against you, and the only thing that works against them is terror itself. That means killing them, like it or not. Nothing - absolutely NOTHING - else will stop them. EVER. Terrorists view those that negotiate with them as weak, and in Islam that means you're not worth living. So guess what happens next? You guessed it - next time, the terrorist will kill you.
The only way to negotiate with a terrorist is with the barrel of a gun or a brace of bombs. Nothing else works.

1) Because those calling the other side "terrorists" have ALWAYS done something to cause or inflame the situation or are terrorists themselves, eg. Israeli terrorism inflames the Palestinians.
2) Because the only way to defeat the so-called "terrorists" is genocide. If you "think" that is a solution, do the world a favour and off yourself instead of committing war crimes.
3) Because the smart ones realize negotiation is the only way to find a solution. Ask the British about the Irish.

1) Because otherwise anyone designated a 'terrorist' by this administration will end up getting killed, and then his brother will try to avenge his death, and then we have to kill him, and then his uncle will come to avenge his death, and then we have to kill his entire extended family, friends, neighbors, etc. etc., in the meantime things continue to get blown up, our military personnel continue to die, billions of dollars are wasted and there is no solution in sight.
2) This whole concept of 'appeasing the terr'rists' is nonsense anyway, because this administration has been funding groups in Saudia Arabia that funnel that money to the very terrorist organizations that we are continuing to fight. You can call me a liar, but you better do a little research first.
3) Because there isn't a military solution to this situation. We can continue to send our soldiers to be bullet catchers for halliburton, but until we get rid of the mental midgets in charge of this war, we won't ever see an end.
