Yes to the first part of your question. It is sometimes used to change frequency of an AC signal.
Unfortunately what you are suggesting in the second part of your question is to build a perpetual motion machine. You can not create enough power to run the motor to turn the generator.

i think of you like an axle working in the process the cork this is cemented or in any different case affixed in a good bond that isn't loosened by ability of the torque produced while the spoons seize the water and turn the cork. i'm envisioning a threaded axle such as you ought to purchase at a ironmongery shop, so which you have innovations for the way you affix the cork to the axle. there's a threaded flange for you to purchase that is able to press against the two components of the cork and has holes to insert extra fasteners by into the cork. This plus some glue ought to withstand the torque you're probably to generate

By connecting the motor to the generator, you won't get back the exact power that you put into the first motor. You will get some back but not enough to sustain infinite run.

No, even if they produce a little power initially and try drive each other, they will soon stop, because of friction and because the electric field tries to oppose the rotation. You need to supply energy for energy to come out.
