The question goes:
Some Latin American countries have been able to hold on to some degree of democracy as they adopt neoliberal economic policies but others have considerable difficulty in doing so. What experience during the last couple of decades demonstrate the truth of this claim and how is it possible to explain this diversity in the response to neoliberalism?

What don't you understand -- the question or how to answer it?

The question is easy -- many countries are following similar economic policies. Some are able to stay as democracies while others do not.

As for the answers, they want to things:

1. Show examples of countries that exhibit these differences (some that stay as democracies, some that do not, others that may blend political systems).

2. Explain why these countries respond differently to the economic policies.

I'll let you do the legwork on #1. As for #2, I would reject their premise that the countries are responding differently to the economic policies. If it were a response, then the result would not be so diverse. The fact that there is no correlation between the economic strategy and the resulting political system tells me that something other than the economic strategy is driving the changes to the political system.

That is my opinion -- but I think it should be obvious to anyone who understands logic and statistics.
