If you take an ape for instance and genetically manipulate it so that it is genetically identical to a human, looks human and acts as such, would it be considered human with all the rights and privileges? Would it be considered an evolved ape, or lack all rights and be considered a labrat?

It is not a great question. Shows a misunderstanding of what can and cant be done with genetic engineering. Not to mention a total lack of understanding of evolution and the meaning of the word species.

You cant genetically or in any other way manipulate ape genes to get anything other that an ape or an ape mutant. There is NO way you could EVER engineered the ape out of an ape. What you are trying to say is force evolution. That and the reverse are both impossible.

2. If some creature would have all attributes of human, it is a human and should have all human rights. Would you say that a child born "from the test-tube" with help of assisted reproduction is not fully human only because of origin?

Genetically the apre would be considered a human.
Physicaly though, it would still be an ape.

The origen would not define a human! If and ape with identical human genoma is or was a dictator and is destroying or have destroyed his country (like Castro, Chavez, Hussein, Hitler), it is an animal. Otherwise you have to accept his/her as a human..
