Tadpoles mature to the adult frog stage in the absence of land. Late in tadpole development they rise to the surface and begin breathing air. As they morph into frogs, they change from swimming under water most of the time to floating at the water's surface, and change from mostly herbivores to carnivores. Most species mature this way with or without access to land.
Once the frog reaches the adult stage, some frogs do not need access to land, while others do. Bull frogs can be completely aquatic, while other frogs such as the leopard frog are semi-aquatic. Even though bull frogs can be completely aquatic, they usually don't fare as well as frogs that have access to land. Without access to land, the frog's metabolism is controlled completely by water temperature, whereas frogs with access to land can regulate their metabolism by sunning themselves - this makes a big difference in rates of growth and survival.
Another factor is that some frogs can catch food efficiently while floating in water, while others have a difficult time feeding without having a soild surface to brace against when they capture food. But in either case, a frog with access to land also has access to terrestrial insects, which makes much more food available.

There has to be land around because a frog had to come from some were to lay the eggs that made the tadpole.
