The chlorine is there to disinfect--kill bacteria and viruses. Urine doesn't actually have any bacteria/viruses in it, unless someone is ridiculously sick (like close to death sick). Except for the gross-out factor, and the taste, you can drink your own urine. And if you're asking about the pH of urine being neutralized, it's pretty close to 7 to begin with (it's closer to 5, but then again your skin is closer to 4, so that needs "neutralizing" too)

So no, the chlorine doesn't "neutralize" urine because urine does not need "neutralizing."

Urine does not need to get neutralized. Urine coming from healthy people is normally sterile. The chlorine kills bacteria and virus that may come in the urine or might develope in the tap water ehn bacteria use the urines nutrient, if the water is not treated. Even it is disgusting to think that the urine of other people remains diluted in the water, there is no health hazard if bacteria and virus are killed properly. Check the remaining chloine level frequently and enjoy yourself.
