Here's the breakdown.
Shaving is applying a sharp blade against the skin to cut the hairs off. The hair grows back quickly, but it is cheaper than waxing and much less painful.
Waxing grabs the hairs by the roots and pulls them out. It is quite painful the first few times, but the hair doesn't grow back quickly and it tends to return much finer than before.
Neither method is permanent. For permanent hair removal, there's always electrolysis, which basically zaps the hair's root and prevents it from growing back. There are also laser removal services, which likewise cost but are fairly effective.

Waxing looks better and doesn't grow back thicker like when you shave.

Waxing is just too painful -- I keep an electric lady hoo-hoo shaver in the shower -- if it's done frequently, it feels like it's been waxed!

waxing can cause emense rashes and hives.
It doesn't happen all the time, but the more sensitive your skin is the more likely the wax will irritate your skin.
