Either just go black as a witch. Surely if you buy a £2.50 witches hat and wear a hot black outfit, then that won't cost too much.
Otherwise, cut-up a white sheet and a white bikini and go as Liv Tyler in Lord of the Rings.... I can't imagine that would be too hard...
or just a bikini and go as Pammy in Bay Watch....
or wear your underwear and go as anyone from the Rocky Horror Picture Show!! - Yeah!!

Go as a tramp/
Roll on the floor a couple of times, douse yoruself in special brew, try to urinate on your clothes, then roll around some more, don't wash till you go. You will be very convincing! You may also get days off from work too!
Seriously though, shoe string fancy dress budget, male - military person in dress uniform (assuming you have a suit)
However as you are a lady, I would suggest going as a model from a Reubens painting, drape a big heavy cloth over your shoulders, long flowing hair / wig, heavy on the rouge and you can recline and act like a laaaaaadeeeee. ;)

Get down to your local charity shop.
Some shops will have a rail for fancy dress.
Im sure the shop assistance will try to help

What programmes are you watching on the telly at the mo, favourite comedies.
I have been Mrs Doyle from Father Ted ,punk,soldier got everything from charity shops for next to nothing then donated it all back agian

maybe a satin or silk skirt or dress and a either silk top and heels and a fancy evening bag and jewlery also makes a outfit u can get it all at ross for good price u might even have enough for a fancy watch u just have to look really deep they have things everywhere the color should be black if evening or champain color or copper and gold

Buy a little plain black dress and dress it up with accessories. Wear some animal print pumps. Make sure your hair is fierce and put a stylish barrett or some sort of embelishment in it.

Go to the charity shop & pick up a babydoll dress & pair of platforms and go as a 60's chick or get a black leather skirt & thigh boots & go as a biker chick!

properly hon, its your birthday and your celebration so dont be afraid to steal the spotlight because of the fact it is going to be on you the completed night. no remember what you place on be mushy, you wont have the skill to bop in case your tugging at your outfit all night long.i for my section could pass with a above the knee gown in a exciting shiny color or a exciting print. residences or heels and easy rings. have exciting.
