I need a labtop with a finger security pad so to turn it on or to use it you need to put your finger on the pad, and its a touch screen and the screen can turn around it comes with a pen and you can write youre stuff on it insead to typing.

You mean a Tablet PC with a biometric fingerprint reader. So you need a Tablet PC (able to flip the screen and write with a "stylus") with a Fingerprint scanner.
