No, the bombing of that factory may have been ineffective, since it wasn't manufacturing VX. The only reason it was attacked, was it was thought to have a link to terrorists.

There is not a moral equivalent from the embassy bombings in 98(real terrorism, killing of civilians on purpose) to a Pharm plant attack which sought to disrupt further attacks by terrorists.

Gen. Zinni planned and got authorization for those attacks, which at the time seemed to have good intel.

Of course it is. Any kind of act of bombing without any reasonable excuse is an act of terrorism.
