I might have to say GB, even though I hate him. I don't agree with his policies or his agendas, but he has been extremly succesful at getting people to do what he wants, manipulating the media, getting his message out, and stifling other opinions, etc. He and his administration has been very effective at doing what they set out to do.
You might disagree with his agenda, but you can't say that he isn't a skilled politician. Tony Blair? eh. He is not as strong a figure and less influential.

both definately don;t have the brain for politics, seriously, but since you asked, i have to make a choice so i would say Tony Blair because he is saner than Bush who wants to put additional troops in Iraq while the Brits are pulling out.

As everybody should know - Bush's brain is Carl Rove - there is even a book about it.
Since Rove got Bush (A complete incompetent) elected twice, and the topic is politics - I would have to declare Bush the winner.

Blair got a fairly competent individual elected, and that is always easier.
