Politely ask what they prefer. They'll most likely appreciate this. If they don't: they're just a jerk.

That depends. I personally look at the context: is this man dressed as a woman (I expect that that's the question? Men who wear women's attire, not vice versa?) for fun, like Gay Pride Parades or something, then it's definitely "he".
If however someone is theoretically a transvestite because they're "transsexuals in waiting", for want of a better term, then it's "she" out of respect for the person's perception of themselves.
This is my rule of thumb and I have not yet met any transvestites who were offended.

A transvestite is a man who for a variety of reasons dresses up as a woman (or vice versa). So just call this person him or her, whichever they prefer.

Not to be confused with a transsexual, which is totally different than a transvestite!

I am a crossdresser-transvestite. I believe the words mean the same. I definately prefer to be addressed as female when in female mode and as male when in male mode. Most people just naturally do this, with me, anyway. One does get the ocassional guy who wants to be an asshole and call me sir when dressed female.

Keep in mind that a transvestite is a man who derives sexual pleasure from dressing as a woman. He has not desire to actually "become" a woman, so calling him a "he" would probably not be out of the question.

Unless they tell you otherwise, treat them as the gender they're dressed up as. They don't go to all that trouble of dressing up and getting lovely to be called "sir"!

I'd ask. I think if I went out dressed as a guy, trying to look to the world like a guy, I'd expect questions. :)

They will let you know, but a good rule of thumb is: If they are dressed as a woman it is SHE, if they are dressed as a man it is HE, refer to them by the way they are dressed. Best way to go.
