I don't plan to post on a website, i just enjoy making games then playing them. Are there any websites or something where i can download tools for free?

You can download Microsoft Visual Basic.NET Express Edition free. Just go to the Microsoft home page, or Google it.

There are many like RPG Maker and other tools that mainly you have to pay for.
You can download Microsoft C# Express Edition 2005 and the XNA program to make games but im unsure if thats only for Xbox but you can download Microsoft C++ Express Edition 2005 which games are mainly made with (also C) however this will take a lot longer to make a game. You can get Microsoft Visual Basic.Net Express Edition which can make basic games.
